THE IMPACT OF COALITION POLITICS ON GOVERNANCE: A STUDY OF EUROPEAN DEMOCRACIES

Abstract

This study explores the impact of coalition politics on governance in European democracies, particularly in countries where proportional representation electoral systems make coalition governments the norm. Coalition politics, where multiple political parties form a governing alliance due to the absence of a single-party majority, significantly shapes governance by influencing political stability, policy-making, and democratic representation. The analysis highlights both the advantages and challenges of coalition governance. On the positive side, coalitions encourage compromise, political moderation, and inclusive representation, ensuring that a wider range of societal interests are reflected in government policies. In countries like Germany and the Netherlands, stable coalitions have facilitated consensus-driven policies that reflect centrist positions. Coalition politics also fosters broader representation by including smaller political parties in decision-making processes, enhancing democratic legitimacy. However, coalition politics also brings challenges. Negotiating coalition agreements can be time-consuming, leading to delays in forming governments. Coalitions can be fragile, particularly when composed of ideologically diverse parties, increasing the risk of government instability and early elections, as seen in Italy. Furthermore, the need for compromise can result in diluted policies or political gridlock, as coalition partners may struggle to reach consensus on key issues. Through case studies of Germany, the Netherlands, Belgium, and Italy, this study examines how coalition politics influences governance outcomes across Europe. It concludes that while coalition politics can promote stability and inclusiveness, it can also create significant challenges in maintaining policy coherence and political accountability, making effective governance a complex balancing act in European democracies.
