Ranking the Urban Local Bodies of Karnataka on The Basis of Per Capita and Income Distance as Indicators

Abstract

One size fit all does not hold good for the municipalities as they differ from each other in terms of population, revenue generating capacity, size of the ULB, the financial resources that they have access to as not all the ULBs get chosen for the GoI flagship scheme like AMRUT, Smart Cities Mission, Swatch Bharath Mission. The present study aims to assign ranking to the ULBs by considering per capita income and income distance and composite effort index forming the numeric foundation, however the revenue expenditure, capital expenditure fiscal stability forms a nuanced interpretation of the rankings. For this a sample of 11 city corporation were chosen based on stratified random sampling. Secondary source resources were considered for data collection through various sources like the audited accounts of the ULBs, budget report, economic survey, the census report, CAG report.
